The long-standing demand for a Judicial City by the Kerala High Court is taking shape, with the state Cabinet granting in-principle approval for the project.
The proposed Judicial City will come up on a 27-acre plot owned by HMT in Kalamassery, with an estimated cost of Rs 1,000 crore for land acquisition and infrastructure. The new Judicial City will feature modern facilities, 1.2 million sq. ft. of built-up area, and 61 Court halls across three towers symbolising Articles 14, 19, and 21 of the Constitution. The government is also exploring options for Central funding to support the initiative.
The Home Department has been tasked with project execution, following up on the steps taken after discussions between the Chief Minister and the High Court Chief Justice in 2023. A site visit by Law Minister P Rajeeve and High Court judges confirmed Kalamassery as the ideal location due to its accessibility and potential for future development. The current High Court complex near Marine Drive faces space limitations and environmental restrictions, making expansion unfeasible.
