Prime Minister Narendra Modi on 27 September, 2025 laid the foundation stone and inaugurated projects worth over Rs 50,000 crore spanning higher education, railways, telecommunications, healthcare, skill development, and rural housing.
He launched Rs 11,000 crore expansion works at eight IITs—Tirupati, Palakkad, Bhilai, Jammu, Dharwad, Jodhpur, Patna, and Indore, adding 12,000 seats in four years. A Rs 273-crore rail flyover between Sambalpur City and Sarala and a semiconductor and ESDM Park with IIT-Bhubaneswar were also announced. PM Modi launched the MERITE scheme to boost quality and innovation in 275 engineering and polytechnic institutions, alongside Odisha Skill Development Project Phase-II worth Rs 1,979 crore.
Plans include world skill centres, upgrading five ITIs into "Utkarsh ITIs," and 25 ITIs into Centres of Excellence. The PM dedicated Rs 90-crore Wi-Fi facilities in 130 colleges, benefiting 2.5 lakh students, and unveiled a Rs 3,000-crore master plan to upgrade MKCG Medical College and VIMSAR into super-speciality hospitals with advanced healthcare services.
